car seats booster weight

How old, or what weight does a child have to be to be able to use a backless booster seat for a car?
My daughter is going to be 6 January 28th and she weighs about 30-35 pounds. She is real petite and small. I have a booster seat for her with the high back. I was wondering how old she has to be or how much she has to wiegh to be able to use a booster seat without a back on it. I live in North Carolina
Not sure if this answers your question entirely, but it is the NHTSA recommendation.
Until a child is 4-feet 9-inches tall, he or she should be placed in a booster or child safety seat, not in a safety belt. Children between 20 and 40 pounds should be in forward-facing child safety seats or convertible child safety seats once they are more than a year old. Children over 40 pounds should use belt-positioning booster seats, which ensure the safety belt is positioned correctly on their body, until they are at least 8 years old or 4-feet 9-inches tall.
