You can use a lap belt on an infant seat or a convertible car seat. You CAN NOT use a lap belt with a booster seat. At that age your 2 & 3 year old should be in convertible carseats. Your new baby will go into an infant carrier or a rear-facing convertible carseat. It really is possible and easy to do. At that age all your children should be in car seats regardless if the law allows one not to be.

Officers schedule safety seat checkpoint
Alcoa police officers are hosting a car seat checkpoint Friday to help local residents make sure children are properly secured when in a vehicle. “A lot of people don’t understand exactly how (car seats) are supposed to be put in,” Officer Jeff Parsons said.
