baby car seat accidents

How to get a friend to use car seat properly for her babies?
I have a friend, who has an 11-month-old daughter and from day one, she has not strapped her in properly. She puts the harness buckle way too low and doesn’t tighten the seatbelt down on the seat. I have tried to tell her several times and she kind of gets defensive. She says her baby doesn’t like the buckle up higher and offers no excuse for the loose seatbelt.
She is a wonderful mother in every other way, but she is pregnant again, due in Oct. and I worry that her babies could be seriously injured if there’s an accident and they are not strapped in right.
Any real advice would be appreciated.
Im in the US and I’m not sure I could call the police on my friend. Besides, right now, she has other issues with the car as well, and that would get her in more trouble.
I don’t have kids, but I have worked extensivly with kids of all ages (8 weeks to 18 yrs)for over 15 yrs.
I think your being a awesome friend. I know when your a young 1st time parent sometime you take advice as a direct threat to your parenting. She probley feels you are stepping on her toes or trying to mother her child. I know you are only wanting her child to be safe. I was a young mom who thought I alone knew everything my kids needed and what was best. Print her out these answers. Tell her she is a good mom but, you are scared in a car accident the baby could be injured “and the biggest cause of injury is no car seat or being in a seat in properly”. She would never forgive her self if her child was killed or brain injured because the baby dose not like the belt up a Lil higher a Lil fussing could save that kids life it’s worth the TIME. The child will adjust to being in the seat properly, even if at 1st she dose not like it.
