Baggage weight while traveling in plane and check-in for foreign airlines?

I will be traveling with my wife and 6 month old child when going abroad from the US on a foreign airline. We have booked a bassinet for the child and also will be sitting on lap while traveling and have not booked separate seat for the child. What are the baggage requirements when checking in at airline counter and also for carry on luggage when boarding plane. Also, can we check in infant car seat along with trolley at the airline counter as it is a separate piece.

WHAT AIRLINE? The phrase “foreign airlines” means nothing as there can be many differences between airlines.
