Your child must be in a child saftey seat until they are 5 or taller then 36 inches. At 5 years old and 36 inches tall they can use a seat belt. this is the law in texas as of september 2001..

Babies should ride faceing backwards as long as possible, but no earlier than 20 pounds and 1 year of age. If your baby is 1 uear and not 20 pounds they need to be rear facing..

.personally I think this is a weak law…a booster seat is recommened for a child until they are 65 lbs. There is lots of research out there that says it is safer to keep them in a seat, and I have seen first had what damage a lap belt can do to a child..it is not pretty. Good luck
