It is weight and height. If the child is over 40 pounds and can’t fit correctly into the car seat (meaning the straps, when set to the highest position are lower than the child’s shoulders), he/she should be moved to a booster seat. Once they reach 80 pounds or 4′9″, they can use the seat belt without a booster seat.
