why did my automatic seat belts stop working?

i have a ‘91 accord ex and the automatic shoulder belts stopped working. one day i turned off the car, opened the door to get out, and the belt didn’t move away like it should. didn’t even sound like the motor was trying. upon further investigation, i found that the passenger side belt was stuck in the open position. there doesn’t appear to be any fuse labeled “safety belt” or anything like that.
