Was There An Exemption In The Budget For People Who Drive 4X4s Because They Have To…?

Farmers need to drive them, as do a lot of people who live in the countryside where the roads aren’t really up for supporting a Toyota Prius, do they get an exemption? What about those people who have a reduced carbon footprint because they don’t fly off for foreign holidays, but who need a 4X4 to pull their caravans. Do they get an exemption?
