Are there exceptions to the infant car seat laws?

I have an 8 month old who weighs 25 lbs and is 30″ tall and her feet hang over the Infant car seat.
When should i switch her over to a forward facing seat?

There are convertible seats that are made for larger infants. They are designed to be rear facing with children up to 35 pounds and then can be converted to forward facing when the child reaches one year.
